Any Ford dealer CAN do it as they use the same Wolrdwide Ford diagnostic software but many say they can't or won't so they can monopolise a premium rate compared to a UK Ford.

Any issues with a UK dealer NOT doing it, report them to Ford Warranty or Ford US and they will hold their feet to the fire.

The UK operates a recognition of the FMVSS safety standard. As long as the car is standard, the IVA is straightforward.
